Penguin, along with previous Panda updates, have been very
hard on affiliates. In particular, small affiliates have been hit the hardest.
Basically, Google is devaluing websites that have too many low-quality backlinks or links from sites it deems unrelated. This would include anyone with a high amount of backlinks from direcories, article submission sites, unrelated blog posts, blog and forum signatures, etc. And they've hit anyone using "linking schemes". Although it's unclear what is considered a "scheme", if you're exchanging links in any way (reciprocal, 3-way, etc.), it's likely you're going to suffer the consequences.
There's also been talk of "over-optimization" penalties for webmasters who keyword stuff, or over-use KWs in their backlinks. So for example, if 90% of the backlinks to your website include your core KW (ie: blue widget), then you might get hit for over-optimization.
The key is to gain backlinks on highly related, higly relevant pages (think guest posts on related blogs!). And you need to make your backlinks appear "natural". Natural would mean more "fill" words in your link text like: get, click here, learn more, etc. -- with your KWs mixed-in in various ways...

There was a Panda data refresh on 19th April, 2012. You also need to check if your website was penalised by the very latest ‘Over optimization’ penalty or the even latest ‘Penguin update’
Avoid indulgence in keyword stuffing, link spamming (link trading) & linking the same anchor text to multiple sources. Include unique, informative content in your website and make the most of social media interactions.
I think you have to check your website content is it outdated? If it is outdated then update it regularly because quality and unique content is very impotent part of website ranking. You have to use different methods of link building with quality content, and try to use new website for link building.
